778f1969e0 feat(tailscalectl): add initial DMS widget plugin scaffolding 
Minimal loadable DMS widget skeleton with plugin.json manifest
and TailscaleWidget.qml component. Symlinked, enabled, and loaded
cleanly in Dank Material Shell.
